I'm sure it might have worked if an intelligent person had carefully selected the words that went in so that any combination worked in some way. And if I understood why there was a random black guy in a helmet, or why the word "rameirz" (or whatever) was all over the place.

It's from Modern Warfare 2. Ramirez is the character you play, and you often get told to do things with those selected words. It isn't in any way amusing.

Except you don't play ramirez. He's just a guy that seems to be the only person infinity ward could think of to order.
