If you're talking about the blue guy with the gun, I'm pretty sure he's Resh's previous RHG before he made Umbrella. He's been in the Nemesis Invasion collab as well.

That's actually Yun's old character. When resh got in we were maing the invasion collab where we were supossed to animate eachother's character.
