You can do outlines with lines.
Click your frame, go to modify, shape, convert lines to fills. Click, then use ink bottle tool.
Thus, you have your outlined line sticks.

The last time I used the line tool to animate was when I animated easytoon in '07.

Brush is faster, line is neater. Brush is rigid, while line is flexible. It's a personal preference thing, so I use both, lol.

And pencil is the way to go if you want your anims to look like shit 100% of the time.

Or better yet you can accept the fact that just because you suck at a tool doesn't mean everyone else does...

I said that because what he said was inaccurate and stupid, let's not forget extremely biased...
