What cipher is it and what's the passphrase?

There's not really a "known" cipher, just something I made up. If you know what Dvorak is (an alternative keyboard layout to Qwerty) then you can stick it in a qwerty to dvorak converter (or vice versa) to find it. You may have to do it a couple times :P
