In all honesty it depends on taste, it feels a lot like they struck a middle ground between TTGL and Panty and Stocking. It has a very grandiose and over the top feel while still being able to be lighthearted in the comedy side of the shot. The plot (at the moment) seems rather simple and uses a 'monster of the week' format in which Ryuuko has to fight yet another henchmen or battle some kind of skewed ideal. The animation is about what you would expect from an action show, but it relies heavily on massive explosions, flying bodies, exaggerated movements, and fuck tonne of speed/motion lines, rather than awesome choreography. It also cuts to something that looks like it was done on flash, but this is usually for comedic purposes, and I think it's done well.
The characters so far are a bit of a let down with the majority being very 1D and out main characters only being a bit more than that, but I've only watched 8 episodes, and don't really expect any significant development to have happened yet.
Basically, this is a show to turn your brain off and enjoy, I find it fun and entertaining, but if you want something something with an amazing story and characters you're probably going to have a bad time... But this is all subject to change because a show shouldn't be judged for it's first 1/3 alone. If you're still sitting on the fence, I might suggest you wait until it's over and marathon the whole thing, because that's probably the most enjoyable way of watching it.
