I would say something like this...

Small: 250x250 or less
Medium: Between 250x250 and 400x400
Big: 400x400 or bigger

But then again.... I'm not a size expert...

If he really wants me to, I don't mind taking it, I actually have some time on my hands soon (for once) so I was going to take a day or two and clear my list. One more order isn't that much.

What I want: I'd like a remodel of the following image to use as "cover art" of sorts.

BG (Background): I'd enjoy a sort of wasteland, or perhaps a canyone. Something with a storm raging and a low amount of life. A single dead tree would be nice, but I don't really need anything extraordinary.

FX: I'd like some flashes of lightning from the storm, and possibly around the character (as he's a lightning mage, it would be sort of a tell-tale sign of his abilities).

Image: .GIF or Animated GIF, depending on how comfortable you are with the lightning.

Size: 150x150 would be just lovely. If I use him enough, I plan to make an RHG out of him. (Not currently the plan though)
