Everythings too bulky.
Your neck should curve.
Your wrists are too straight. They should curve in a bit aswell.
Fingers are too small compared to the hand. Eyes are in two-different places, and finally, no shading.
Fix that, then i'll be able to say some more. (:

I know I messed up the right eye, it's a little higher. But the fingers and the wrists are just how I look. I traced over the outlines the gave it a cartoony bulky vibe.

It doesn't look cartoony. Well, the face doesn't. Alot of it doesn't. I've done cartoony graphics of my mates, it's really simple to do and takes nothing but time (If you're tracing).
Just add some shading, atleast. it looks bland.

Its cool...just work on some of the points and you have an artwork!
