Well, scarves are pretty tough and take a while to get down correctly, but think of it as a tentacle with a squared off end. The only difference is that the scarf has to obey where an object leads it (i.e wind, the stick wearing the scarf, etc.) while tentacles have muscles and can move on their own. Oh, and the layers should be like this:
Extra scarf hanging off (only used when the scarf flows in front of the stick figure, like when he's spinning sideways)
Part of scarf that is around neck
