His cape gives him his abilities, without it he is powerless.

- About/Story:
He works at a nuclear power station, but one day there was a core meltdown, the radiation burnt his back, knocking him out. He was never found for a decade, and the radiaton had dried up by then, forming the shape of a cape. It can easily be taken on and off. And It gives him super speed, it could also morph.
