Instead of selecting an empire when you have an opponent, the game should make you select an empire first (no time limit,) then look for an opponent first. This eliminates the frustration of having to wait a long time, then have all that time wasted due to an opponent not selecting his (or her) empire.

The whole point of waiting to select an empire so people don't afk going into a game.

Honestly I'd rather get free elo from afks losing to me than afks just resetting my queue and not losing to me.
