That's because no one uses the line tool for Easytoon. Easytoon is supposed to be more of a frame by frame free drawing program. So the line tool is discouraged when animating with that program. The program those tutorials are discussing is Flash, because the line tool is used in that program. I don't know why you'd wanna use the line tool in Easytoon, anyway. It's probably a lot harder than just using the pencil tool and drawing everything frame by frame.
