Well umm, the scarf needs to be more faster, you should used brush tool a lil more tiny... I love the idea of street fighter, also i see the bitmap is not the current as background, looks like the sticks are floating... Also that ray of the dummy needs more easing and faster... I love the blood effects and those moves are a bit slow...

I know my opinion doesnt matters anymore, but here it is:
The way you anim is no newbie but it has some cool stuff, I can see that your cinematic is good (im not talking about that bckgrund) the way the blood splats on the camera is a proof that you could improve that, and there isnt anything cooler than a good animator with excellent cinematics, but you must keep practising
