As it stands, there are a number of statues in the game's files that are perfectly in line with the order empire, so why don't we brush it up, touch-up a few of the other statues that are for chaos to look more like the chaos statue, and add them to the armory as a misc.? It would probably be a bit more expensive, but I think it would be worth it, and it would be done by using assets that we (mostly) have in the game already.
