but that is just blurred and a circle with a radial effect >_> it's not so complicated

click the object you want to blur, press F8, make it a movieclip, go to filters, select blur.

for radial, go under the color selection for fill and there should be settings for none, solid, linear, and radial. click radial and change colors to your liking

Wow seriously? Beginners now should learn the program itself first before making their stickman that doesn't go anywhere.
The effect in that pic isn't really something tho. just a stickman with radial colors?

uhmm... obviously we can see some radial gradient there. . . but. . . if you can post it moving we can say how difficult to do that efx. . . i mean post the animation. ..
