What I want: Preloader
Estimated level of difficulty: Overly simplistic
Extras: Make the preloader load into a play button, rather then play immediately after loading.
Anything else: Copy this preloader exactly as you see it, nothing more. Nothing less. (I would take an already made .fla, but nobody seems to have the preloader anymore.) http://www.fileize.com/view/ed015f4b-a4f/ (Ignore the text on the .swf, just the preloader)
Preferred Programmer: Due to how simple it is, Anyone would work. Although i'd preffer ??? or MarkXD

Just do as you see fit. As long as I get the preloader... I don't care if its the exact one, as long as its visually accurate I'm satisfied.
