That's a glitch with Ele miners. I've been informed by several top-tier sources that if you make an Ele miner right at the top of the screen, it will glitch and refuse to go down and mine.

if you fuse a unit at the top or bottom of the map, it's trapped outside of it. The same thing happens to scorplings. Notably though, they can still attack.

Weird how often i use ele and have never seen that happen before.
