I'm trying to do cartoon animation and before I want to start I need some cnc on shades and shining. I have some doubts about the shining on the hair.

You're off to a good start. The shading on the hair does make it stand out a bit much, but that can be fixed easily.

It can work. pretty much the common person in the world has no idea about what looks good and has work put into it. Just as long as it's an original idea that sparks a sort of interest. Work with this, what you have no, and keep the style constant.

Not much to comment on here, you might want to spend a little more on your drawings. At least take the time to draw a fullbody figure, not just its head. The style is also pretty flat and boring, not much to say about it, this also applies to the shading.

Put more effort into your drawings, sketch up your ideas on real paper first if you find drawing on the computer hard then either scan them or work really carefully when you make them digital. Cell shading is ok, but you have to put work and effort into that just like with any other style you might choose.
