Maybe your saved flash anims are taking up too much space? Flash itself keeps your recent flashes available so maybe its still has all of it stored?
(these are guesses)

Well how much stuff did you put in your animation? It could just be that. From the screenshot it looks way action-packed.

this has happen to me a couple of times too,
but what i did was move the fla from my flash drive to my desktop screen and open it with flash cs3, because it only said that with flash 8 (portable version),
also this could happen if the fla has in to much images, like bitmaps, clip arts, png and what not,
will thats all i know
hope it helps :)

@Gaading
my animation is just 4000 frames, 900 layers, 625 library items, but its size is about 115mb. .
compared to my other animations that has 15000 layers 1200 layers 1200 library items , it has just 80mb
@Mark
i dont have flash cs3 T_T

flash doesn't have enough RAM allocated. that's virtual memory, not physical memory. you didn't need to delete anything.
one solution i found which may or may not work:
"I don't know about vista, but with XP you can press ctrl+alt+delete for the task manager.
If that is available on vista then choose the processes tab, look for flash.exe, right click it and set the priority to high or highest, this allocates more RAM to flash.
You can also set other non important things to be lower and take up less RAM."
corrupted library items may also be the culprit:
"some of my pictures were misteriously corrupted. I dont know how that happend, but i'm sure i havnt done it. So corrupted images were caousing that looping prob of infinite exporting.. till i'm out of memory."
try file > save and compact. this allegedly can tell you if a file in your library is corrupt
a better solution would be to get a newer version flash... i can't believe you guys are still using flash 8 holy shit
if neither of those solutions work, you may simply need to upgrade your computer's virtual memory capacity.
alternatively, you could ask someone else to export the file for you.
also try using google...
