First Try With Anime Girl

So I was fiddling around with Paint tool sai and Then I thought I should do some art. So this is the outcome of thirty minutes on this art. Please criticize. It'll help me out alot.

Firstly, make the picture smaller. Then, tell me why her zig-zag hair is in front of her shoulders and turns blue there. After that, explain if those are white highlights on her hair. Also, her clothes/chest, don't make the outlines to thick nor the strokes too thick and maybe add a little shading. Her facial features might want some enlargement, to avoid inferiority complex, hehe. Especially the shrinking eyebrow on the left, or, is her eyebrow that thing connected to the eye? I'm sorry, I'm not very used to those anime eyes, despite seeing them all over the place. You might want to study anatomy for the neck and space under it. Now that I'm writing about that space under the neck, is that supposed to be cleavage? If so, it looks out of place, because, she looks more on the flat-chested side. Does she have cat ears atop her head, because, something's definitely going on there.
I apologize if I sounded harsh. I was trying to help not sound like an artillery battery. However, I understand that this was just thirty minutes' work. Keep it up and Good Luck in the future, man.

i would've kept the hair as circular as possible. looks a bit lopsided ;\

Nice hair shadings for a first timer. And I suggest not to rush the body and clothes. I know you can do a better lineart and shadings to the clothes based on the head.

good but you should sort of seperate the hair more it grabs more attention

The hair is way too lopsided. It looks like you were trying to draw an ear, but failed and tried to turn it into hair. And like Pumu said, keep it circular. Also, the shading on the hair is (not to sound too harsh) pretty bad. There is no tangible light source to depict where the highlights and where the shadows should be placed. Also, what's with the lines of white on her forehead?
I'm only going to CnC the hair becuase you ARE a first-timer. But I would like to see you progress in your art, and next time, can you copy the line-art before you color it? I kind of want to see how that looks.
