You basically rate the above player's micro and macro. But, this must be according to the current rating he is right now.
If you have rated that person once, you may not rate him again. However, other player can rate him. Follow this format.
Rate on a ratio of 1 - 10.

Try to investigate the person, rather than blindly call him out. This can be done by playing him, or watching his replays.
