If you want to "make" an avatar, you should use photoshop. You can crop, cut, and do all other editing things onto a picture and make the dimensions 185x185 or lower. Dunno if there's actually a website that produces avatars. Of course you can also use google images and search for an image thats 185x185.

--SEARCH YOUR OWN IMAGE IN GOOGLE--
Go to Google, search your favorite avatar you want to use, if the picture is large that won't fit in your Stickpage avatar, just save that picture, open the picture you saved, right click the picture > open with > Microsoft Paint, resize the image into 185x185 by cropping it.

--MAKE YOUR OWN IMAGE--
Use Flash 8 or Photoshop, draw your avatar and save it but remember, before you save it: crop it to 185x185. Now you're done.

Actually, don't crop it, resize it. Cropping is like cutting, resizing is like using magical wizard powers to change the size of things.

I use resizing all the time. It's useful, but cropping is recommended sometimes.

It is. However, imagine drawing some beautiful masterpeice in Photoshop and then losing all of it except for 185x185 pixels of it. That would suck terribly if it weren't for Undo. Assuming you didn't save and close, and/or did some other stuff after. In this case, resizing is better unless he wants to take some part of it off.

you don't need photoshop there are lots of free editing softwares that are even online
just find an image you want and use it
Gimp and Paint.net are free comparable alternatives to photoshop, but you need plugins to get most of the same functionality.

You are right of course. Photoshop is pretty easy to get and I have it, though, so, I spoke about photoshop along with Molly instead of saying "graphics software".
