I don't really go for heavy damage builds on her. They're too risky.
I run her all tankish, gank when I can, survive to gank later.
Edit: I didn't realize runes were so important.

Runes mostly help you during the earlygame and become less useful as a game goes on, but they are extremely important. I would say the only runes useful are the Tier 3 ones and you get those when you hit 20.

That's only if you get the right ones, the decision on runes when you hit 20 is important. You can buy the wrong set of runes and you will not be able to resell them so if you buy Mana Regen runes for a Lee Sin Page; well you are stuck with them.

I'll fill out renektons rune page first. So that way I'll be certain that I'll have a full set on my best character, so I always have something to play.

Since you only have 2 rune pages, (guessing you haven't bought any yet.) You probably just want an AD and an AP page. These two work well on almost any champ. Considering you have 2 it's not that smart to customize pages for one specific champ yet.
AP would be:
9x Magic Penetration Marks
9x Armor Seals
9x Magic Resist Glyphs
3x Ability Power Quintessences
AD would be:
9x Atack Damage Marks
9x Armor Seals
9x Magic Resist Glyphs
3x Attack damage Quintessences
These pages will cost a little over 15000 IP to fill up. They're quite expensive but make up for it in the long run. I remember taking absolutely forever to fill them up.

It makes the most sense to me to have one rune page dedicated to my best character. Besides, it seems like a pretty universal rune page.

Rune page looks standard and good.
And people smurf to get a high KDA or look cool imo.
Perhaps fuck around a bit as well , try out new builds and troll with no downside.

I think people that smurf in normal games just do it to be cool. For a diamond 1 player smurfing in ranked, i think they liked the whole climbing process from bronze to diamond. Or you could be like wildturtle last season and have 4 accounts set into challenger
