Time manipulation itself is powerful. Slowing and speeding time are incredibly advantageous already. Even if he fatigues over time, whats stopping Chase from knifing everyone?

Precognition seems an okay skill. Im fine with this one.

With Phasing, I think you've made him untouchable. Projectiles may never hit him. He'll slow them down. With Phasing, not even barraging every inch of the air with bullets will harm him.

Moderate Mind Control? Seems okay but a bit overpowered. The opponent? You could set the setting someplace where Chase could simply say jump off a cliff and die upon crashing.

Illusions? I think your overprotecting Chase. This is a lot of defensive skills. [That can be used offensively in dangerous ways].

Martial arts is okay for me.

Memory Wipe is okay. Paired with its weakness, its balanced, sort of.

Teleportation seems okay. The small objects constraint is fine.

Everyone becomes fatigued over time. How fast does he get fatigued? Which power drains him the most?

All in all, I think you're character has so much evasion that its near impossible hitting the guy.

What do you think could counter the abilities?

I forgot to mention how much each ability drains the watch of power.

First and foremost:
Chase, had anticipated the shot and had raised up a small black hole which swallowed the bullet and spit it out back at the man.

Wait what?

Second, it seems like a lot to be able to do if they can all happen at the same time, however if they only work one at a time I don't see much wrong with this character, although you might want to consider some specifications, specifically to time manipulation, specifically speed reduction and duration, and mind control, being power and the effect of distance on the target.

Other than that, I don't have issue with this character.

Crank and ErrorBlender more or less voiced my opinions except for his personality. Granted, you pointed out that he doesn't interact with other people much, but he needs a little bit more than that. Maybe comment on his sense of humor, something he thinks about or maybe just a rough estimate of his intellect, as those are sometimes very important in wRHGs.

With all the tweaks listed, he'll be good to go. Time powers aren't actually done all that much in the wRHG as far as I've seen (I'm guessing because how difficult they are to write for) so it may be a challenge, but it's a solid character.

Other people have said it to me, that your character is borderline OP.
Zat is true. However, the character itself are easy to tweak, so perhaps erasing some abilities, or adding cooldown to others?

But anyway, GL in WL, I hope you can write this character through.

Its a hard decision, knowing what to get rid of.
So if you dont mind, what could I fix to make CR better?

You don't have to take away abilities, you just need to balance them out.
You can keep the time stop but you have to add a weakness. EX: The longer he does time stop the more physical damage and mental damage he receives.

If all of his abilities are powered by the watch, perhaps you could give the watch a definite sort of pool of points, and each ability use costs a certain number of those points, and once he expends them all, he must recharge his watch (a thing that can't be done mid-combat).

To add my two cents, when balancing a character it helps to strip away the things they don't need quite so much, while making sure their more important aspects shine as much as possible (within reason). The ones which are the 'most important' should ideally derive from the character's personality and backstory. What do they especially like to do, and what about their abilities makes them who they are, are the questions I personally find helpful to ask.
Nonetheless, it indeed might be the first time I've seen a time-controlling character on here. Looking forward to see what you do with him x).

The idea just hit me: how about everytime he uses an ability, it takes time off his life and the watch slowly cracks each battle
