Select the object/person you want to blur, right click and convert to symbol, make symbol a movie clip. Then open up your properties tab. Ctrl+F3 next to properties should be a filter tab, click the + and add blur. Make sure your object stay selected otherwise you won't be able to use the filter option.

I've already searched for blur effect and found this, but there's no filter tab here D:

At the top of your flash click Window then go to Properties under tools then you'll see filter in the list click it and it will add filter to your properties tab

You just might be using an old version of macromedia flash that doesn't allow filters. Because the filter should be there. What program do you have?

Try downloading a free trial version of flash pro 8 and see if there is a filter tab inside the window menu. Only problem I can think of is that old macromedia flash don't support filtering.
