The only way to "reset" an account is to just make a new one.

Get caught boosting, pull a WASEEM and say "I'LL NEVER BOOST AGAIN", proceed to continue boosting

Wait I just realised if you want your rating to be reset to 1200, there's really no "reason" to, so, if you're below 1200, you could try look up some guides (Not SP forums) and win games back to 1200?

DAZ I highly doubt that's the issue. I know you're trying to be nice, but many of the players that range only suffer from having poor connections, as it's so much easier to gain rating than it is to lose. You pretty much need to intentionally sack yourself to drop below 1000. It's a lot more forgiving than other elo systems. And if that is the problem, that's nothing we can do for it.
