That rating system that you suggested Big Bang is gay.

Personally I think the whole rating system/rep thing is gay, especially the "funny, dumb" aspect.

It seems that every other day in the general help section the same questions are asked "How do I get flash?" "How do I get an animation onto the forums?" "How should I animate?" "What program should I get?" etc.

Although we have stickies for most of these questions noobs just kind of skim over the stickies. Nothing can really change that. So why don't we have an automated welcome PM sent to all new members, it would

1. Welcome them to the forum
2. Tell them the forum rules, and the punishments that occur when they are not followed
3. Explanations for each forum section [This would bring down posts in wrong sections.]
4. Links on where to get animation programs.
5. Advice on how to act on the forum in order to avoid flame.
6. How to upload an animation
7. And other FAQs

As a second part to this, we should also bring down the amount of stickies in general help There is over half a dozen stickies there and it just makes the noobs skim over it more, we should condense the stickies there into one FAQ This would help to keep noobs from skimming over the answer their looking for, because they just kind of skim over the stickies, but if they see one that says "FAQs - Your Answers Are Here!" They will say something like this to themselves "FAQs... This must be where I can find out how to host my animation on the portal!". Because if you look almost everyone who asks the nooby questions say something along the lines of "Sorry, I'm a noob please don't flame me! :Oh No!: ".

There should also be a link in the welcome PM to the FAQs.

What about the FAQ part to my suggestion, though? There are a ton of stickies in general help, and noobs skim over them because theres so many, I think.

Ya, but you don't really solve the problem. Instead of having specialized topics to specific problems, you now how one giant thread. You squish all of that material into a giant FAQ's thread. They won't be able to find the answer to their question or they will just give up looking for it.

The topics stand a slightly better chance because noobs don't read all of them, since they will only read the single one that contains their problem.

No matter how we easily we spoon feed noobs, it always seems to end up not working.
