It's asking you to find the rate of change of it filling up over time, then finding how fast it's filling up at 40ml, but gives you no indication of how fat it is filling up.
I don't think I worded the question the same as it was on the test.

You don't need an exact number. You just say what the instantaneous rate of change is for some arbitrary function in the specified situation.
