Because animating a blink-and-youll-miss-it dragon ball esque speedster is easier and cheaper than animating a well-dressed (and by that I mean, more shit to draw) buccaneer with tons of swag who will probably still fight like any stick who knows martial arts despite being a fencer.

Well,Pirates have guns,that gives them an advantage in power,but what they don't have is a tactical advantage,that's why ninja's are better,because they have the speed,power,and weaponry to be a lot better then any pirate,especially when we're talking about Greninja,everyone from Naruto,etc.
