I think the gist of this RHG is that Foxtail is supposed to be a Paper Ram. I suppose it's also a good excuse to make a RHG battle short if you don't have enough time. I mean, all Armand's gotta do is one good combo and it's all over, and all the opponent has to do is one solid hit and Foxtail can be KO'd.
