Really I could see Handy lasting a little while against Handyman. They're both slow, and while Handyman does have those teeth-sensors to feel air movements, he's still blind so Handy could take advantage of the moments when Handyman has to pause to figure out where Handy is. Handy's powerful hands could knock Handyman's arms away, too, and it says nowhere in Handyman's description that he wouldn't feel the pain of having his arms broken, so if Handy got grabbed but acted quickly enough he could break Handyman's arm, get him to loosen his grip, and get away. He can also launch his arms off a certain distance, forcing Handyman into mid- to long-range combat, which Handyman doesn't particularly like since his arms get heavier the longer they get. As for the illusions, Handy is incredibly smart it would seem, and other than a little cockiness he seems rather stable, so insanity isn't an issue. He might flash between reality and illusions every so often, but he'll at least be seeing reality about half to three-quarters of the time. That said, his intelligence would probably also give him a tactical advantage over the relatively dim-witted Handyman, so if Handy could set up some kind of trap then Handyman wouldn't see it coming until he's in it.
The most important details would be time (morning or night), place (out in the open or in a dark creepy house), who catches who off guard, who's slightly faster, and how easy or hard it would be to hit Handyman in the face with one of Handy's rocket hands, which would probably require Handy to take his time and wear Handyman down, maybe break/tear off some of Handyman's arms and hope they're not in a place where they grow back. Despite how one-sided it seems, it could actually be a pretty good match depending on who plays their cards better.

Urnme:
It all depends on who animates the fight better.
Wobbly on the demo but great job man.
*that brutality*
