So I was reading the rules for the RHG requirements and found out you needed a 150 by 150 picture.
What programs should I use to make a picture like this and how to do it?

MS Paint, Flash (yes, you can draw in it), Photoshop. Also, if you're image needs cropping, there's Microsoft Office.
As to what and how you're going to put content in the photo, just portray an image of your gladiator. It doesn't always have to be a portrait and you're free to choose whatever pose you like for the character. Since it's going to be 150*150, don't try to cram too much detail. This page shows several examples on what a gladiator portrait is supposed to look like.
EDIT: If in case you lack the motivation and/or confidence in yourself to make one, you can always ask someone else to make it for you. You better ask very nicely about it as these people are fairly busy.

Dude you can use any programme you create pictures or animations on. All you have to do us change the canvas size.

You can even use pivot and take a screenshot with bandicam or fraps or whatever then just upload It :P

use flash export to gif and then use easy gif animations to resize it , or if u dont understand just give me your avatar link and i will resize it for u

Why would he need to export to gif specifically

because if use flash and u make avatar with 550x400 then export to gif ,so that gif is 550x400 ,i use easy gif animations to resize from 550x400 to 150x150 that all

You can just export it as any other image format and a resizer will do the same thing. And it doesn't need to be 500x400, you can just change it to anything that can be converted down to a smaller square lol, 500x500 for example. The flash default settings can be changed you know

yeah i know but some one don't portable with draw in 150x150 like me only can draw in bigger size , so i have to resize it :)

You can resize a png or a jpeg too, that wasn't the point. I was saying it didn't need to be a gif, and you didn't need to resize from 500x400

yeah another file types can resize online but with gif i do that :)

Here's a thing: Portraits are 150*150, by which I mean it's a perfect square. It's okay if you start out bigger than the aforementioned size, I made my portraits in 800*800 (I think) then I brought it down to 150*150. When you resize from 550*400, it becomes imperfect, and if you resize it horizontally to become 400*400, it becomes squished.
