I have heard a lot of people referring to turtles as a good way to counter some strategies. What strats does it actually work against? I myself have never managed to set up a proper turtle against a competent player; I always end up getting pressured down and slowly worn away.
Why would it ever be a good idea to give up the economic benefits of the tower, anyway?
Is turtling actually viable?

Turtling is used if you cannot get tower because opponent has army advantage.

Is that viable, though? If they have both a military and economic advantage, what is the use in not just rushing them down with ninjas or the like?

If you rush them with a disadvantage, you lose. Turtling is used to stall for higher tier units.
Example: If he has an advantage and is massing archers, you would turtle to get the mage and to switch the spears for a better tank, the giant. The mage would nullify the archers.

If they have both an economic and military advantage at the point where youre both contesting for the tower, you're going to lose either way, unless you pull off some amazing turtle macro (which is unlikely even for top players).
Generally if he has a military advantage, you could assume he has a smaller eco (unless its mid-late and there are already mages and ninjas out), meaning you can fall back and use that advantage. Then if you get passives as soon as you have 2 spears, 2 merics, CA, some archers and a wall, thats enough to stop any spearcher attacks. Then mage if he is continuing to build up his army, or ninja if his military production seems to have stopped. You should end up getting both in the end anyway, but if he stop current military production to instead go for higher tier units (mages, merics, giants), then a mage of your own wouldn't be as effective, as your whole eco is in the line of fire of his own mage, meaning that ninja will save you.

If he cuts military production too heavily and you're consistently scouting, you can go for a mage/spear/miner all-in instead, which plays on player's tendencies to be efficient (skip mid-game units for late, OR overproduce mid-game ranged units)

Turtling as a game mechanic is horrible and boring. I appreiciate is saves you from losses but its a bit broken that Choas cant Turtle

Don't let the previous post stop you from trying to learn how to do it properly if you intend to use it to save yourself from losses.
(assuming you're trying to rank)

Turtleing is fine it wins you games and if you want to be a top player do it. Don't listen to Pumu Im not trying to put anyone off. All im Saying is that its slightly unfair that Order can save its self from losses while Chaos cant. If Chaos is down on units Chaos loses

Really you can turtle with turrets? And Castle dead? Good luck! Walls+ CA is better. They can even still harras your miners too!
I think if Order fucks up Order deserves too Die. You make the Eco advantage sound like its some op amazing factor that means your should win
1. Order is strong they have cheap powerful units Archers. When they do catch up they can get spear archer protecting those high dps archers and that can be unbreakable.
2. If your that bothred by the Eco advantage then go 2 miners 1 sword. Play chaos at their own game don't fall behind buy miners when you can only buy enough swords to compete. Tech into Archers later... Wait have i described a turtle?

I heard that venom flux is a poison wall that poisons EVERYTHING that walks past it.

Venom flux Is made by Medusa Medusa costs 500 gold 400 mana good luck with a early game turtle.
If you have lasted that long and your in a position to turle your clearly in late game
Why are you turtleing? The enemy probably was giants by now that will just walk past venom flux.
Venom flux's main use is too posion units attacking medusa as it has point blank range. If your deads haven't done it allready. I guess you could Posion mages and archers if you can get close enough. You could also use it if your retreating.

I never heard of people turtle with chaos
Chaos is supposed to be the most aggressive empire, you have to keep on attacking forward, not to stay behind
Bomber = AoE , super fast and cheap disposable unit
Jug = Forward Stun
Cat = chase and forward kite
Deads = slow and strong units for pressure (difficult to retreat)
All these show that when you play as chaos, you have to always go forward. Medusa venom flux = a line of poison wall to lock opponent
