it's up to the person who makes the first panel. everyone just has to copy their dimensions.

Unfortunately you're right. I just feel that, if you attempt to make some kind of restriction, it'll ultimately just become the same old thing with the same old people because you can't really put a rating on 'quality'. I mean Nish made 3 panels the same way just changing the text and it was hilarious
