No not really. Luigi can do mostly everything mario can do but better plus a lot more things mario can't do.

He can
-Shoot fireballs
-Jump higher than mario
-Control tornados
-Control lightning
-Use the negative zone
-Become a luigi rocket
-Use telekinesis
-so soooo much more

… i see no advantage for luigi to have him in his mansion… ghosts and all.

But as i said they are in a normal field.

ALSO no power ups like the fire flower or the star power

-They both shoot fireballs. However Mario is more experienced with his while Luigi's are slower and simply defy gravity. This could be beneficial or act as a disadvantage to Luigi.
-He can jump higher than Mario because he knows the flutter jump. Mario can't jump as high because he's heavier. He's heavier because he's physically more powerful (muscle weight). Meaning Mario is stronger in terms of strength.
-Mario also knows the cyclone technique. Not to mention Mario has proven in Super Mario 64 that he can use tornadoes to his advantage.
-Mario has a mastery over fire. Mario's omega fireball > Luigi's lightning.
-The negative zone requires intense concentration. Luigi has proven that he shakes under pressure. (I have a nearly endless list of times that Luigi has faltered under pressure) while Mario is a battle hardened veteran that only has trouble focusing on more than one enemy at a time. In a 1 on 1 scenario like this, he's fine.
-The Luigi rocket has led to Luigi's own defeat almost as many times as it's helped him in a battle. Not to mention Mario is excellent at sports (Baseball, Tennis, Soccer) which all require quick reactions. He also carries a massive hammer. You see where this is going I'm sure.
-Please inform me where Luigi has used telekinesis.


Mario wins. It's hardly a contest.

As much as I love Luigi, Mario wins this.

Mario and Luigi do share a lot of abilities, and Luigi does have more abilities. (At least I think so), but Mario would easily win this from more experience. Mario has pummelled Bowser more than Luigi has and his feats far out balance his brothers.
Also, Luigi fighting alone is kind of a joke, due his incredibly timid nature, showing a lot of times that he'd rather just run away (even with Mario, and does often try), and is very hesitant.
Meanwhile, Mario is fearless, and has never ran away from conflict, and all of the abilities they share? Mario uses them a lot more often and therefore will be better at using them.

You all make good points, but he did also mention that you get no power ups. As in all you have is running, jumping, and fisticuffs. Mario might be physically stronger with muscle mass, but it's quite clear in all Super Mario games that jumping on something's head is the best way to cause damage, which Luigi does better than Mario.

You mean it's an ability he's only only used in a spin-off sports game that's never put into any real practice? Cherry-picking one thing a character can do doesn't make them win by default. Mario still wins regardless.

And I don't recall Mario having ore experience since Luigi has been a playable character in most of the main series games

Mario can use fire balls without the fire flower only in spin off games. Does that mean he can't use fire?
