Luigi uses telekinesis in the game super strikers charged

Luigi doesn't use telekinesis in that game. I just watched everything he can do to make sure. If you're referring to his mega strike, it looks a lot like the negative zone attack from smash except instead of causing mayhem he just unleashes a charged blast outwards.

And I don't recall Mario having ore experience since Luigi has been a playable character in most of the main series games

Mario can use fire balls without the fire flower only in spin off games. Does that mean he can't use fire?

Mario has been a playable character in quite a few more games than Luigi. Also if we're removing spin off games then Luigi wouldn't be able to use fire, his martial arts, his new found bravery, or anything that makes him an even half way competent warrior. Mario still wins.

It's not the the negative zone. He can't move things in the negative zone.

And Luigi would still be able to jump higher than Mario.

In an interview, Shigeru Miyamoto said that Mario and Luigi don't have last names.

That's because no character is allowed in the main Mario Bros. games.
