If he asked for your password in the global chat, he was supposed to be perma banned in my mind

But if he asked you privately, what you can do is just to ignore him

Screenshot it as evidence if they keep on asking. PMs are impossible to moderate and none us us can ban people from PMing others but someone abusing PMs would get a global ban from me if I can ever catch them in the global chat.
Also there is no 2-3 day ban.
