It's possible the proxy only reroots some of your web traffic like the traffic needed to download a page and not the traffic needed to access the separately hosted login servers. You'll need a proxy application to put on your OS rather than web browser that rerouts all of your traffic - or find Tor through an unofficial download.
Alternatively if you have a phone with a good 4G signal and enough data you can setup a mobile hotspot and tether off your phone to use that connection instead - which I've used to play Minecraft before when my router died on me - it works well enough for games.

What type of phone was it or, a better question, what types of phones does that apply to? Desktops as well? Admin locked as well?

Any windows machine even a locked down one should be able to connect to wifi without issues - I hope. I used an S3 but honestly any phone with an unfiltered or less filtered 4G services that can either create a mobile hotspot by default or after downloading an app to do so should work. The ping was okay too though it will probably depend on how good your signal is.

Incorrect. Ele can break turtles pretty effectively with the use of V's. Stealing key units determines how long your opponent is able to stall in their turtle before your army comp becomes too much. Your job as the ele player is to have a V as soon as you can after seeing your opponent build a wall.

You can break turtles with Vs as long as the opponent does not have enough units at any given point. If they reach 5 wings and a lot of Juggs you have a serious problem and again with 5 ish Archers and lots of Spears.

EvC in general is nasty given the initial army advantage for less Eco.
Lot of spears is usually not allowed to happen when you have tree pressure forcing gold to be spent on archers and swords. That's when fires suppress and scorch nullifies and V's catch anything that your army doesn't.

I thought we were talking about breaking turtles. In an OvE this presupposes that Order didn't get crushed by Tree spam no? They wouldn't be able to set up the turtle otherwise.

If the order player plays it correctly the tree spam Won't be able to completely dominate the Match and the opponent will most likely comeback. Seen it several times when people tree massed against Myst. I mentioned EvC because someone said something about wings and jugs. I prefer to play the legitimate way for ele and prefer not to exploit the lack of MU knowledge most people have when it comes to dealing with tree massing. Instead I use a solid amount of 3 trees and the rest in fires/waters and whatever else suits my needs at the time.

I wouldn't say it's a "legitimate way" of playing elementals, I'd say it's simply better. I see tree massing as a strategy used by players who don't really have much knowledge on elementals and the "legitimate way" to play it. Like shadow massing.
If you're implying tree mass is op I disagree. Like pumu says it won't dominate if order knows how to fight it.
