It's the fate of all drag-on anime's to go down with their quality, no exceptions.
You can't just keep a great idea going for more than 50 episodes, to strive such is pure madness.

Actually I need to get back on Sword Art Online... I've only seen the first episode and that was awhile ago when Drone told me a little bit about it... Lately i've been absolutely infatuated with Panty & Stocking... >n< Its my new addiction. And im not even much of an anime guy! BY GOD THAT ANIME S' LIKE POWERPUFF GIRLS MET DRAGONBALLZ >_< I'm in love with that anime...

Powerpuff girls is a classic. As well as DBZ... I guess its just what people see of it that matters.

Powerpuff girls isn't suit for an anime type theme though, it's too cliche a concept; Which makes me think less of the show.
It's pretty obvious you're not an anime guy if you just got into P&S, but hey; some of us aren't anime people.

based from what I know, an anime is only really an anime if it's Japanese. Not sure tho.

Anime literally means animation, just in Japanese. It also happens so that anime also means animation in french, so french animation can also be called anime.

And personally i think anime is defined by the style, not it being made in Japan, its to big and to influential to say 'if its origin isnt Japan, its not anime'. The same goes for manga. But hey, this is one massive grey area i guess :)
