If you're talking about comicbook fiction, then you're looking for "The One Above All" he's basically God in the Marvel universe and he exists there and obviously the Marvel universe is fiction, so we can say that this one is fictional.

But to get back on topic, the guy who suggested 'The One Above All' in Marvel Comics is right... DC comic have their own version called The Presence... both of them are essentially the idea of Godhead in both universes... so can't see how anyone might be more powerful than them.
