So I don't know how this happened, but I might have downloaded something that must have made my default like this.
Anyone know how to revert it back?

I don't use Google Chrome, but I think I know what's wrong.
I think you might've pressed the f11 key, in IE9, it puts the browser in a similar way in IE9, so pressing f11 again and it might go back to normal.

On chrome that makes the browser go full-screen.

I'm pretty sure it came from something I downloaded, since I don't have IE (maybe I do, but I don't see it.)

Goto you're search bar and type in
chrome://extensions

take another screencap and show it, I might be able to fix it.
