I personally try to keep as close to the size as possible, if i think its off i go back to the last frame and resize it a bit.
But, someone told me to use grid so the sticks dont resize i dont get how but if it helps you by all means try it.

1.We use onion skins, it's a little button in flash 2nd one next to the delete layer button.
2. Yes, Most of us redraw the stick everytime. I myself put the head in a graphic so it doesn't change size.
