Yes sort of.

If I can navigate to their profile via live replays or my own match history / the chain of profiles you can visit from that then yes, because I can reach their profile.

In reality no because finding someone's profile you want to ban or unban via those methods is very unreliable and luck based.

Especially if you arnt a member lol. (and most bannees are like 1200 rating xO)

If you want to volunteer go to actual volunteering groups and do something meaningful with your voluntary hours for the world.

This is not the right sort of volunteering. Check out VSO if you're really want to look into those opportunities.
