-In itself, though, the purpose of the Empire is to assure the Master an extreme degree of control and power over the world, thus ascertaining the ability to make himself justice in any situation
Inner Workings:
-The Inquisition of Sin: -Deals with undercover operations (‘Shadows’), but it is also the main administrative branch (‘Inquisitors’)
-Led by Grand Inquisitor H, a person best summed up as ‘Competent, cold-hearted, intellectual’
-The Ivory Tower: -leaderless branch made of scientists, it performs research for various ends, main one being immortality
-The One Legion: -private army using Inquisitors as higher leadership;
-comprised of a main force (‘The Shapeless’) made out of former mercenaries, brainwashed and repurposed
-completed by a secondary force (‘The Children of Ares’), made of child soldiers still in their upbringing;
-Cornucopia: -branch dealing with production of various goods, from clothing, to weapons, to drugs and slaves
-Led by Grand Overseer A, a person quickly summed up as ‘Heartless and without mercy; Cheerful and cute; Easy to underestimate’
-Famine’s Scales: -market branch dealing in administrating the various black market deals going on in the empire; it assures its economical power
-Led by Merchant Prince J, whom can be summed up as ‘Charming Snake; Rational thinker; Always open to compromise’
The Empire was created ‘from scra
tch’ to the general public, as its affiliation with The Organization is an extremely close guarded secret, exactly two persons of the Empire knowing it (The Master himself and his Mistress).
In reality, the Empire started off as one of The Organization’s branches, and gained its current status thanks to the Master being assigned said branch. Foregoing secrecy (but still being secretive), it allowed itself to prosper considerably more in a considerably shorter time than the rest of the Organization. Of course, this also means it will be a target more easily, but the tradeoff is considered worth it by both the Master and the Organization’s other leaders.
Technically, The Empire of Sin is still a branch of the Organization, but the amount of free reign assigned to it is, by all means, limitless, making it’s ‘subordination’ a mere formality.
For the ‘general public’, the E
mpire strongly advertises itself as a means to bring an end to capitalism, and generally help people, but in ways disregarded by the law. Thus, drug addicts and vendors, assassins, and the whole of the ‘bad’ world sees The Empire as the organization to join and rise in, while normal people fear what is the world’s largest and most powerful criminal organization.
In itself, though, the Empire has multiple other purposes, the first of which is known only to the Master and Mistress, and that is control. Through the Empire’s power, they can protect
themselves against exterior harm, being a hunter, not prey. At the same time, another of the empire’s goals is the obtaining of knowledge to help improve humanity. It sounds awfully idealistic for an organization as the Empire (but this is not to say the Empire isn’t idealistic; it is, just not also ‘morally correct’), but it should be kept in mind that the leadership of the. Empire is also human, so anything benefitting the race on a whole will benefit them as well.

The Empire is organized in specialize
d branches, owing to its size, and while The Master still remains supreme emperor, each branch has its own inner leadership, with the three commanders making up the Council of Sin. The branches of the Empire are as follows:
Led by Grand Inquisitor H, it is th
e most powerful branch, having a twofold purpose: for one thing, it is the informational network of the Empire, but for another, it is the leading branch for all others. As such, the lower agents of the Inquisition have to do with espionage and assassination, while higher-ups deal in organizing the activity of the whole Empire. In general, a person without ‘Inquisitor’ in the name will deal in covert ops, while someone with ‘Inquisitor’ will be commanding the empire.
Riffraff: The Inquisition mainly used unaffiliated riffraff for passive information gathering, and sometimes causing minor ruckus when needed
Shadows: The Shadows are the lower ranks of the Inquisition, responsible from everything between espionage and information gather to political assassination and coup d’état. They range from ‘rather skilful’ to ‘trained assassins and spies’ to ‘insanely refined silent killers’, and usually work in small, 3-4 person groups. They are the first to be feared by someone against the Empire, as the enemy that will come in the night to end a bothersome individual.
Shade: The lowest ranking, they ar
e apprentices to be raised in the job. They do not take individual jobs, and always operate under a Shadecaster. A normal individual will usually spend a year or so as Shade before becoming Lesser Shadow. They can only take espionage jobs.
Lesser Shadow: They are virtually Shades that have proven that they can work alone, and while they will still form groups, they can do it without a higher-ranking attendant present at all times, and on special occasions take individual jobs. They mostly work as spies, but can very occasionally get some more aggressive jobs.
Shadow: The main bulk of assassins and spies are Shadows. They represent well-trained and competent agents, although undistinguished. They take grouped and single jobs, and will focus more on espionage than assassination.
Shadecaster: A rank equal to the previous Shadow, a Shadecaster had exhibited teaching ability and/or leadership. They overseer Shade groups and help in their training and operation in the field, so their jobs are usually just the espionage Shades get. In other terms, Shadecasters are still considered full-fledged Shadows, should they need to take a job as one.
Greater Shadow: They are Shadows who proven themselves particularly skilful. They are more likely to receive aggressive jobs than others, as well as jobs requiring more finesse. A Greater Shadow will very rarely work in a group, preferring to take individual jobs.
Shadowmaster: The Shadowmasters are the leading rank of the Shadows. They have their ‘Shadow retinues’, groups of 5-10 Shadows working under them. They do not ‘take’ jobs, instead they direct them into greater plans. They are one of the closest ranks to Inquisitors. It is common for Shadowmasters to be Shadecasters that reached the prestige of Greater Shadow.
Night Dagger: A Night Dagger is a very rare title, reserved for only assassins. They are an extremely elite group with very few individuals, and are rumoured to be able to ‘kill and bury you before you even realize you died’. Sure, rumours are to be taken with a grain of salt, but that does not mean the Night Daggers are not to be feared by enemies of The Empire.
The Mercury Blade: ‘Mercury Blade’ is a rank given to the top Night Dagger. The single individual is of extreme skill, especially as one of the main rules of his position are ‘if you are assassinated, the assassin gets a congratulation and takes your place’. In that end, The Mercury Blade is able of full independence, who can, given time, turn the whole leadership of a state into chaos and anarchy by well-placed killing, at the right times, and leaving the right false evidence. He is to be feared by those who really bother the Empire, those enemies that are a huge threat.

Inquisitors: The Inquisitors are the leadership caste of the Empire. They work as higher administration for all others, and are the ones who direct any joint operation (such as the constant Cornucopia-Famine Scales goods moving, for example), as well as any military or political plan.
Lesser Inquisitor: Lesser Inquisito
rs are given the power to order low-ranking officers of other branches, but not medium or high ranking. They are never to work alone (unless extreme circumstances force it), but instead to learn under an Inquisitor. They are the least needed by the Inquisition, their powers being given for little more purpose than a token respect.
Inquisitor: They are the main control unit of the Empire, and work in administration more often than not. They have powers over both low and mid ranking officers, and use them often in directing the bulk activity of the Empire. All Inquisitors are trained soldiers more than capable of hand to hand or armed combat, as well as serve leading ranks in a fight. Some of them have Lesser Inquisitors in their retinue, to act as apprentices. In general, someone mentioning Empire Inquisitors in the street will attract hushes, as their presence is generally feared.
Greater Inquisitor: The high rank of the Inquisition, Greater Inquisitors only obey the members of the Council of Sin and The Master, having full power over anyone else. They act as those who make the decisions about what permissions are granted to whom, and act as final reference for all branches. They are all deadly warriors with both gun and sword, and have high enough military training to act as field generals if need be. If Inquisitors are feared, a Grand Inquisitor presence somewhere is a clear sign that something big is going on, and that you better not bother the Empire while it’s in progress.
H is the ‘name’ of the Council Memb
er responsible of the Inquisition on a whole. As the highest up in a branch that commands the rest, he is by all means the second in command to the Master. Administrative business, military work, economy warfare, it all falls down to H to organize it and give it to individuals to handle. He himself is an insanely brilliant computer user, and it’s not by chance that the Empire has a very powerful information network: espionage, plus H’s technology, have let the Empire a scary degree of information control. To that, he is trained to a very fine degree, to the point he can single-handedly turn groups of assassins away, should they not be inhumanly good. Of course, the security measures and his retinue will usually not let those assassins get to him anyway.
As a person, he is both serious and easy-going, depending on the scenario. He knew the Master since childhood, and while this didn’t get him the position, it certainly helped in the trust attributed to him. From such a position, he is virtually incorruptible, since a ‘better offer’ than the Master’s is unlikely, and that’s before considering the friendship between the two. While lacking in the Master’s native shrewdness and reading people like books, he makes up to it by being surprisingly hard-working (as in, once he begins, he will refuse to stop before finishing; on the other hand, he is very lazy as to starting unless really needed), as well as a man of details. He is also quite the marksman, and while not the best, he is certainly able to shoot a man dead in the vast majority of scenarios where this might be required.
He is not married nor has a single or stable partner. On the other hand, he bathes himself in the Empire’s debauchery, with drink and women as he pleases when he has free time.
His physical looks are those of an average height and build man (even though he is actually much more fit than he looks, due to very lean muscles), with black and curly medium-length hair, and brown eyes.

A leaderless organization, with the
sole purpose of knowledge. To this end, it is the only branch allowed to disobey any Inquisitorial Command, apart those coming directly from H (or the Master).
It has no formal structure, instead working by self-decided research groups. An informal chief researcher is chosen internally, and does coordinate the actions, but does not hold any real power. The branch interacts with others little, and mostly through the Inquisition when it does. Usually, it is simply to request some or some other resource for testing, or providing a requested piece of technology.
The main point in the Ivory Tower’s research is immortality, either biological or digital, or otherwise. With some recent events regarding the Master and unnatural forces, a group of occult researchers have also been added to the Tower’s repertoire. To this end, they undergo tests not heeding any human rights, experimenting live with no inhibition. The off research branched off of secondary discoveries along the way has yielded various poisons, cures, drugs, AIs, weapons and many more.
A person of interest in the Ivory Tower,
and one of the first researchers, is Doctor S2. He is an old friend of the Master and H, and while his combat or command skills do not exist, he is very smart. On the other hand, his mind works in two phases, one of utter stupidity and making very dumb comments, but occasionally one of utter brilliance, many times solving a huge problem outright. As for his personality, ‘childish’ is the word to describe him. By every means, he seems stuck in the mentality of a 14-year-old, and any serious discussion with him is a lost cause. Not even the Master can get seriousness out of him.
He is rather short and chubby, and clearly not in any good condition physically, with short, unkempt black hair and brown eyes. Technically shaven clean (practically shaven anything-but-clean).

The Legion is the Empire’s armed
force, by every means a full private army. It is under the direct command of the Inquisition, members of whom dorm up the upper leadership and are trained specifically in the art of waging war. The main body of the Legion are The Shapeless, while a specific, future main body, now special task force called The Children of Ares complete it.
-The Shapeless: Named this due to the lack of uniformity in their composition, they are in almost exclusivity private military companies, hired, then brainwashed and trained into machines made only for war. The apex of such a modification is represented by the Demon Slave, Vesan Asthen, personal bodyguard of The Master. Most soldiers don’t go through that extent though, and they are still possible to be disturbed by outside events. While perfectly impossible to ever recover them their former personalities, they will still react out of instinct, phobias will still exist, former memories might spark momentary confusion and so on. The exact number of such soldiers is unknown, and variable, increasing and decreasing all the time, but it is somewhere in the tens of thousands, more than capable to contend with major militaries in the world.
Ranks:
-‘Soldier’: one of the most interesting parts about the Shapeless army is the fact there is only one official rank for its member, and that is ‘soldier’. The groups the Shapeless form, on the other hand, will make their own inner organizing, and while this makes operating very large groups harder, it eases the specific, fast and harassing tactics the Empire prefers in war.
-Inquisitior Gene
